In 1996, the legalization of medical marijuana was approved by the citizens of California through Prop 215, and the DEA has been at war with the clinics ever since. This is costing the taxpayers of California millions of dollars each year. "Medicinal 101" is a doc which explores the issues that arise when state and federal laws conflict, primarily through examining raids of clinics in California.
